What is lead-based paint and why is it dangerous?+
Lead was widely added to paint for durability before it was banned from U.S. housing in 1978. As that paint ages, chips, or rubs against surfaces like windows and doors, it releases lead into dust and soil. Breathing or swallowing that lead is toxic — it can damage the brain and nervous system, and it’s especially harmful to children under six and to pregnant women. The CDC has concluded there is no safe blood lead level in children.
Which homes are most likely to have lead paint?+
Any home built before 1978 may contain lead-based paint, and the odds climb the older the home is — the large majority of homes built before 1940 contain some. Because so much of the Greater Philadelphia area’s housing stock is pre-1978, lead paint testing is a smart step for most older-home buyers and for every landlord subject to the City’s certification law.
What is Philadelphia’s lead certification law?+
Philadelphia’s Rental Property Lead Certification Law requires rental properties built before 1978 to hold a valid “lead-safe” certification before a landlord can sign a new or renewed lease or obtain a rental license. The certification is valid for four years. It applies citywide when a child age six or younger lives in the property. A certified technician must perform the dust-wipe testing, and the property owner files the certificate and dust-wipe results with the City’s Health Department. How long is a Lead-Safe certificate valid, and what are the limits?+
A Philadelphia Lead-Safe certificate is valid for four years. To qualify, the property must have no deteriorated paint, and dust-wipe samples collected by a certified technician must come back below the City’s dust-lead limits — floors below 40 µg/ft² and window sills below 250 µg/ft², which are stricter than the federal standards. Lead paint may still be present as long as it is intact and the dust results pass. Most older homes qualify as lead-safe once any deteriorated paint is addressed.
How do I file my Lead-Safe certificate with the City?+
As the property owner, you submit your Lead-Safe certificate and dust-wipe results to the Philadelphia Department of Public Health through the City’s online Lead Certification Submission System at leadcertification.phila.gov, where you can upload, manage and view your certifications. You’ll also give a copy of the certificate to your tenant and keep one for your records.
